Job Description
As Senior Bids & Tender Manager, you will lead end-to-end tender responses across European public and private healthcare procurement frameworks, securing and retaining hospital contracts across EMEA.
You will be working closely with Sales, Legal, Regulatory, and Finance, this role ensures competitive, compliant, and compelling bid submissions.
In this role, you will be required to travel within the EMEA region up to 30% of the time.
Your missions will be the following:
Tender Strategy & Planning
Own the end-to-end tender process for European public procurement opportunities (EU Directives 2014/24/EU and 2014/25/EU, NHS frameworks, Cahier des Charges, etc.).
Proactively identify and track upcoming tenders via TED, national portals (OJEU, UGAP, Consip, Tender Ned), and GPO/framework channels.
Maintain a rolling 12-month bid pipeline and calendar.
Define win strategies for each opportunity with regional Sales Directors.
Bid Preparation & Submission
Lead cross-functional bid teams to produce accurate, commercially compelling, and compliant responses.
Draft and finalize all tender documents including technical specifications, commercial responses, quality declarations, and certifications.
Build and maintain a central content library (bid bank) of reusable responses, case studies, clinical evidence, and product data sheets.
Ensure submissions meet deadlines and comply with applicable procurement law; coordinate with Regulatory Affairs on CE/UKCA documentation.
Stakeholder Management
Serve as primary point of contact for procurement authorities, contracting entities, and GPOs during the tender process.
Build relationships with key NHS Trusts, hospital networks (e.g., AP-HP, Charité, Karolinska), and national health agencies.
Partner with Legal and Finance to review contract terms, negotiate framework agreements, and manage commercial risk.
Brief senior leadership on bid status, risks, and win/loss outcomes.
Post-Award & Contract Management
Support contract mobilization and handover to Account Management teams post-award.
Monitor contract performance, renewals, and re-tender timelines.
Conduct post-bid debrief analysis to drive continuous improvement and track win rates, pipeline, and KPIs.
Compliance & Governance
Ensure compliance with public procurement regulations, anti-bribery legislation (UK Bribery Act, FCPA), and NeuWave Medical internal policies.
Maintain audit-ready records of all submissions and stay current with EU and national procurement law changes.
Profile
Required
You hold a Bachelor's degree in Business, Life Sciences, Healthcare Management, or an equivalent qualification.
You have 5+ years' experience in bids, tenders, or commercial contracting within Medical Device, MedTech, Pharmaceuticals, or Healthcare.
You have a proven track record of winning complex public sector tenders across two or more European markets.
You have a deep knowledge of EU public procurement law (Directives 2014/24/EU, 2014/25/EU) and national transpositions.
You have experience with eTendering portals (e.g., TED/SIMAP, ProContract, PLACE, MEPA/Consip, or equivalent).
You have excellent written communication skills; able to translate clinical and technical content into persuasive narratives.
You are proficient in Microsoft Office.
You are fluent in English.
Nice to have
You hold APMP Foundation or Practitioner certification.
You have experience with interventional radiology, oncology, robotics or surgical capital equipment bids.
You are familiar with HTA processes, value-based procurement, and framework agreements (e.g., NHS Supply Chain, UGAP, Bund).
You understand hospital formulary processes and clinical evaluation committee (CEC) requirement.
You have experience with bid management software (e.g., RFPIO, Loopio).
You are fluent in an additional language: French, German, Dutch, or Spanish.
